    Q4 Consultation Reminder : Q4 ends December 31, 2010. Certified Counselors, who have a consultant, are required to meet with their consultant a minimum of one hour during any calendar quarter in which the Certified Counselor has forty or more client contact hours. (WAC 246-810-025(2)(b))  Please be sure to check with your consultant, or give us a call, if you have any questions.

    The Department of Health (department) is recruiting to create The Certified Counselors and Hypnotherapist Advisory Committee, per RCW 18.19.220.  The committee will be comprised of two certified counselors or certified advisers, two hypnotherapists, and three public members. 
     
    The department is seeking to appoint individuals that reflect the diversity of Washington's population and provide geographic representation from throughout the state.  The secretary appoints all members.
     
    To qualify an applicant:

      1.) Must be a resident of Washington State.
      2.) Cannot hold an office in a professional association for their profession.
      3.) Cannot be employed by Washington State.
      4.) Must have been actively engaged in their profession for at least five
           years immediately preceding appointment.
      5.) Public members must represent the general public and be unaffiliated
           directly or indirectly with the professions credentialed under chapter
           18.19 RCW.

    The mandate of the Department of Health is to promote the delivery of quality health care to the residents of the state by regulating the competency and quality of professional health care providers. The advisory committee will assist the Department of Health with accomplishing this mandate through a variety of activities.

    Duties include, but are not limited to:

      A.) Establishing qualifications for minimal competency to grant or deny
           licensure for certified counselors, certified advisers, and
           hypnotherapists.
      B.) Regulating the competency and quality of professional health care
           providers by establishing, monitoring, and enforcing qualifications for
           licensure.
      C.) Establishing and monitoring compliance with continuing education
           requirements.
      D.) Ensuring consistent standards of practice.
      E.) Developing continuing competency mechanisms. 
      F.) Serving as members of standing committees, when appointed.
      G.) Developing rules, policies, and procedures that promote the delivery
           of quality health care to the residents of the state.

    The committee will meet about six (6) times the first year and three (3) times yearly after that.  They will meet at the department's office in Tumwater or Kent.  Members are paid $50 per day and are reimbursed for travel expenses and meals.
     
    Total Annual Time Commitment:
      Meeting/Conferences:  3 to 6 days per year
      Meeting Preparation:  1 to 2 hours per meeting

    The Washington State Mental Health Counselors, Marriage and Family Therapists, and Social Workers Advisory Committee is currently accepting application for the following:

        1.) Three public members
        2.) Licensed Advanced Social Worker

    In order to qualify you must meet the following:

        A.) Live in Washington. 
        B.) Cannot hold an office in a professional association for Mental Health, Social Work, or Marriage and Family Therapy.
        C.) Cannot be employees of Washington State.  
        D.) Each professional member must have been actively engaged as a mental health counselor, marriage and family therapist, or social worker for five years immediately preceding appointment.
        E.) Public members represent the public and cannot be affiliated with the professions listed in RCW 18.225.

    The committee meets four times each year. Members are paid $50 a day, and travel expenses.

    The Department of Health would like to share some information with you about Governor Gregoire's recent executive order to suspend rulemaking by state agencies.  On Wednesday the Governor directed agencies under her jurisdiction to suspend non-critical rule development and adoption activities until the end of 2011. She's hoping to help promote economic recovery by creating a predictable regulatory and policy environment that will preserve small business and local government resources.

    Under the order, agency directors can allow exemptions from the suspension so some specific rules may move ahead. If a rule is not exempt, all activity, including workgroups and stakeholder meetings, must stop. The department will be reviewing all rule development projects underway to determine if any are exempt from the suspension.

    As a requirement of the Certified Counselor and Certified Adviser credentials, it is required that clients are provided with an accurate and complete Disclosure Statement, prior to starting a program of treatment.

    "...clients are not liable for any fees or charges for services rendered prior to receipt of the disclosure statement."

    WAC 246-810-031 provides the information that you need to know, and acts as a 'checklist' for preparing your document.  Have your consultant or supervisor review your completed document, as an added step.
